The purpose of Alien Registration is to clarify matters regarding residence
and identification of foreign citizens as well as to regulate foreign citizens
in Japan in a fair manner.

1．Initial Registration

Foreign citizens who will reside in Japan for over a certain period must complete Alien Registration. Applications must be filed in person. (Minors under age 16 must have their guardians apply for it in their stead.)
日本に一定期間以上在留する外国人の方は、外国人登録をしてください。申請は必ず本人がしてください。（１６才未満の場合は１６才以上の同居者が申請してください。） |
When the registration is completed, a Certificate of Alien Registration
will be issued to the registrant. (The Certificate of Alien Registration
for applicants under the age of 16 is two folded sheets of paper, while
those for the registrants 16 years or older are plastic cards.) Plastic
cards are prepared at the local Immigration Bureau and issued at a later
date.
外国人登録の手続きの後は、外国人登録証明書（１６才以上の方にはカード型、１６才未満の方には２つ折り用紙型）をお渡しします。なお、カード型の外国人登録証明書は、地方入国管理局で作成しますので、お渡しは後日になります。 |

2．Alteration and Correction of Registered Items
変更登録、訂正 |
When a foreign citizen moves to a new residence and items in the Certificate
of Alien Registration must be altered or clerical errors in said items
are found, the citizen must file an application to alter registered items
or go through procedures for correcting registered items. Applications
must be filed in person. (Minors under the age of 16 must have their guardians
apply in their stead.)

3．Renewal issuance, Confirmation of Registered Items, Exchange Issuance,
and Re-issuance of Certificates of Alien Registration

(Certificates of Alien Registration must be altered and registered items
confirmed at regular periods. Should you damage, disfigure, or lose your
certificate during said periods, you must go through procedures of exchange
issuance or re-issuance. Applications must be filed in person. Minors under
the age of 16 must have their guardians apply for them in their stead.)

4．Returning your Certificate of Alien Registration
外国人登録証明書の返納
|
Registrants are required to return their Certificate of Alien Registration when leaving Japan, when acquiring Japanese citizenship, or in the case of death. Certificate returns must be made in person. However, in case of death, or for minors under the age of 16, guardians over the age of 16 must return the certificate.
外国人登録している方が出国、死亡または日本国籍を取得した場合は外国人登録証明書を返納してください。返納は、本人が行ってください。ただし、死亡による返納の場合や本人が１６才未満の場合は同居者（１６才以上）が返納してください。 |
