When committing minor traffic offenses such as ignoring traffic lights,
speeding (not more than 30km/h over the speed limit) or driving in the
wrong lane, you may be stopped by the police. At that time, the police
officer will issue you a traffic ticket and deposit slip. Under the Traffic
Infraction Notification System each driver is given a total of 15 points
on their license. One or several points will be subtracted from the license
depending on the degree of the violation. Payment of the HANSOKUKIN must
be made within 1 week at a post office or bank. Please do not forget the
deposit slip. The HANSOKUKIN is not a fine, nor is it a judicial procedure,
but an administrative procedure. The money that you have to pay is called
traffic infraction fee. If you pay the traffic infraction fee within the
given period, you will be exempted from judgement in a criminal or family
court. Otherwise, you will be subject to judgement in a criminal court.
赤色信号無視、速度超過(超過速度が30km/h未満)または通行区分違反等の比較的軽微な交通違反として、警察官に停車させられた場合には、警察官から交通反則違反切符と反則金納付書を交付されることになります。あらかじめ免許証には15点が付されているのですが、違反によってそこから減点をされることになります。また違反者は1週間以内に郵便局もしくは銀行で反則金を支払わなければなりません。ここで言う「反則金」というのは、罰金ではありません。また司法手続きとは違い行政手続きに該当するものです。もし違反者が一定期間内に反則金を支払えば、刑事または家庭裁判所での審判を免除されるのです。さもなければ、違反者は刑事裁判所での審判の対象となるのです。
