In Japan, automobile owners must obtain a parking space for their cars.
If not, they cannot own cars. If you buy a new car, or are given a used
car, you must obtain a parking space which meets the requirements listed
below. If you find a parking space, you need to apply for the issue of
a "Automobile Parking Space Certification" to the police office
which has jurisdiction over the parking space. If the parking place is
certified as legal, the "Automobile Parking Space Certification"
will be issued. Since this certificate is required for registering your
car, please take care of it.
日本では、保管場所を確保しなければ自動車の所有ができないようになっています。自動車を新しく購入しようとするときや、友人から譲り受けるときには、以下に示す条件を満たす保管場所を確保しなければなりません。保管場所が見つかれば、保管場所を管轄する警察署に「自動車保管場所証明書」の発行の申請をします。その保管場所が適法であれば、「自動車保管場所証明書」が発行されます。これは自動車の登録に必要ですので大切に保管してください。

Within 2km from the base area of automobile use

Parking space must be large enough for your car to enter or leave easily
from the road and it must be wider than the size of the car's full body.
道路から支障なく出入りができかつ、自動車の全体を収容できるものであること。 |

Automobile ownerｓ themselves possess the right to use the parking space
for their own cars.
自動車の保有者が自動車の保管場所として使用する権限を有するものであること。 |

If the applicant's address and the base area of automobile use differ,
documents explaining the base place of automobile use are required. Ex.
Receipt of public utility charges (telephone, gas, water supply, etc.)
or house rent, mail addressed to the base area of automobile use, etc.
申請者の住所等と自動車の使用の本拠の位置が異なる場合には、使用の本拠の位置を疎明する書面が必要となります。
例：公共料金（電話、ガス、水道等）や家賃等の領収書、使用の本拠の位置宛の郵便物等。 |
